No, Kadaj and his two brothers, Loz (right) and Yazoo (left) are Sephiroth's 'remnants' (his offspring if you will?)
They're trying to bring JENOVA back and use her cell's so Kadaj can become the new Sephiroth.
But the thing is they actually see JENOVA as their mother so they blindly follow her will.
To put it frankly, Kadaj becomes Sephiroth in the future!
